At the University of National and World Economy – Sofia (UNWE), foreign citizens from countries outside the European Union and the European Economic Area may apply and study for the educational and qualification degree “Bachelor” at their own expense (Art. 95, para. 8 and para. 10 of the Higher Education Act). Documents are submitted to UNWE until 11 September 2026. Foreign citizens may apply and study at UNWE: 1. in implementation of intergovernmental agreements for educational, scientific and cultural exchange; 2. pursuant to acts of the Council of Ministers; They submit their documents to the Ministry of Education and Science (MES) and are admitted under the conditions and procedures specified in the respective agreement or act of the Council of Ministers. Foreigners may also apply for training under the conditions and procedures for the admission of Bulgarian citizens to higher education institutions in the Republic of Bulgaria if: - they are citizens of EU Member States and the European Economic Area; - they have the status of permanent residents on the territory of the Republic of Bulgaria; - they have refugee status; - they are of Bulgarian origin, certified under Decree No. 103 of the Council of Ministers of 1993 on conducting educational activities among Bulgarians abroad; - are citizens of the Republic of North Macedonia in accordance with Decree No. 228 of the Council of Ministers dated May 20, 1997; - they have the status of temporary protection under Decree No. 264 of the Council of Ministers of 2024.
